Akademik Özgeçmiş

Profesör Dr. Sibel Safi orta ve lise eğitimini TED Kayseri Koleji Vakfı Özel Lisesinde tamamladı. Daha sonra Ankara Üniversitesi Hukuk fakültesinden 1991 yılında mezun oldu.  Birinci yüksek lisansını University of Bucharest Hukuk Fakültesinde Avrupa Birliği Hukuku ve Kurumları alanında ‘honour’ derecesi ile, ikinci yüksek lisansını University of East London Hukuk Fakültesinde Uluslararası Kamu Hukuku alanında ‘merit’ derecesi ile tamamladı. University of Bucharest’te Milletlerarası Kamu Hukuku alanında başladığı  doktorasının son yılında AB bütünleşik doktora işbirliği programı kapsamında University of East London’da bulundu ve ‘honour’ derecesi ile tamamladı. Daha sonra İngiltere’de University of East London’da Mülteci Hukuku alanında çalışmalar yapmış olup, Senior research fellow ünvanı alarak aynı üniversitede CMRB’de yıllarca araştırma projelerinde çalıştı. Queen Mary Üniversitesi Hukuk Fakültesinde doktora sonrası çalışmalar yapmış, visiting fellow olarak bulunmuştur. Safi, University of East London’da Centre for Migration, Refugees and Belonging’de- CMRB (Mülteciler, Göç ve Aidiyet Araştırma Merkezinde) associate member olup, 13 Mart 2015 tarihinde İngiltere’de kitap olarak yayınlanan ‘Death by Culture; Accountability in International Law’ teziyle Türkiye’de doçentlik ünvanı almaya hak kazanmıştır. 22 Ekim 2020 tarihinde ‘Mülteci Hukuku’ teziyle Dokuz Eylül Üniversitesi Hukuk Fakültesi’nde Profesörlük ünvanı almaya hak kazanmıştır.

Temel Çalışma Alanları

Mülteci Hukukunda belli bir sosyal gruba aidiyet kriteri temelinde yargı kararlarında içtihat bozukluğu ve Konvansiyonda reform önerisi, AB Hukuku, Avrupa İnsan Hakları Sözleşmesinin Türk Islah yasalarına olumlu etkileri, İnsan Hakları Hukuku, Mülteci Hukuku, Uluslararası Ceza Hukukunda Sorumluluğu kaldıran ve azaltan sebepler.
